An effective web site should always consider the user. It should be understandable, easy to navigate and interesting. Also it shouldn't take forever to load in someones browser. That will result in a high bounce rate. No one likes to wait. It's just a fact of life, so even though we can create killer graphics, Flash animations, javascript curser effects and such, these aren't what makes an effective web design. Usability and interesting content are whats effective.
